if you go midweek are restaurants and bars open is there much to do thanks.

Restaurants and bars are open midweek and indeed you will find them easier to get into than at weekends. There are the same things to do in February as in any other month - only thing you need to remember is that it gets dark early (and many cultural monuments close at dusk) and it is freezing cold
